December 10, 1935 – January 28, 2023

It is with great sadness that we announce the passing of Mir Abdul Qadir Bakhtary “Abdul”, a beloved husband, father, and respected diplomat. He was born in 1935 in Kabul, Afghanistan and was raised by a single mother. He had a passion for education at a very young age. He enrolled himself in elementary school by following one of the children in his neighborhood to the local school and asking the teacher to allow him to attend the school. He attended Kabul University, School of Law from 1950-1954 and went on to serve at the Ministry of Foreign Affairs, where he distinguished himself as a dedicated and competent public servant. During this time, he was selected to receive a scholarship to enroll in the master’s program at the University of Moscow, where he obtained a master’s degree in Russian literature.

In 1969, Abdul married Parwin, the love of his life, and started a family. He served as the Second Secretary for the Embassy of Afghanistan in Tokyo, Japan, where he and Parwin had their first two daughters, Nahid and Nasreen. In 1973, the family of 4 moved back to Kabul. Thereafter, they welcomed their third daughter, Mariam, into the world. Over the next decade, Abdul continued to serve his country as he was appointed as the First Secretary for the Embassy of Afghanistan in Baghdad, Iraq and Moscow, Russia.

In 1982, the family moved back to Kabul and Abdul began working for the Ministry of Justice. After the revolution in Afghanistan, Abdul was asked to join the communist party, which he declined. Due to the change in regime, he stopped working as a diplomat.
While most of his colleagues fled Afghanistan, Abdul would not leave his beloved country.   He was always optimistic that one day there would be peace in his country. During this time the family welcomed the fourth daughter, Zohra.


Due to the dire circumstances of the war, Parwin and their four daughters fled to India while Abdul was forced to stayed behind. Given his high rank, he was banned by the government from leaving Afghanistan. As such Parwin and the two younger daughters returned to Kabul, while the two older daughters moved to the United States to pursue an education.


With the worsening of circumstances, and the beginning of the Taliban era, Abdul, along with his wife and two young daughters, were able to escape to Islamabad, Pakistan and eventually able to immigrate to the United States.


Finally, the family was reunited. Abdul had opportunities to enjoy his grandchildren; he was the motivation and strength that taught his family values of spirituality, resilience, and hard work. He was an example of strength, confidence, and loyalty.

Abdul’s hard work and dedication is now evidenced in the accomplishments of his wife and children. Abdul’s beloved wife, his angel, as he always called her Parry (my angel), pursued an associate degree and has been working for the University of Nevada Las Vegas department of music for 20 years. Nahid obtained an engineering degree. Nasreen received her Master of Public Administration degree and is currently serving as director of financial aid at the University of California Irvine, School of Law. Mariam pursued a career in medicine, where she obtained board certification in Internal medicine and Infectious disease. She is currently chief of medicine at West Hills California hospital medical center. Zohra pursued a law degree, and after practicing as a public defender, she was appointed to become a Judge in Beaverton, Oregon.


We cannot bear that he is no longer with us. His absence is a significant loss. He was the force that kept his family aligned. He was bigger than life. But also, he is part of each of us. We hope we honor his legacy and show his life examples as lessons to our children.
